Pay Method UI: Zero Dollar Amount for Direct Deposit Accounts

Direct Deposit accounts can now be added with zero dollar amounts, ensuring backwards compatibility with Talent Platform. Previously, Direct Deposit accounts could not be added with zero dollar amounts, causing errors and preventing users from setting up direct deposit accounts correctly.
